Once 'published' it is essentially a web based app. By published it isn't a small stand alone app but a collection of files in a folder structure. You could of course choose to deliver it through an LMS in which case it is 100% web based.
How well it works is another matter altogether, you might find issues with webkit and chrome browsers.
I don't think that there is a collated list of what works and what falls over on different browsers for the 2.4 version.
In general most things work and you can get around some of those that don't. Easiest thing to do is try it and see.
The new commercial version has much better support for non-IE browsers.
