how to use pictures in question's distractors

Hi, Just 2 questions: 1)How can I use pictures in question's distractors like in this LO (slide no.6) http://www.courselab.com/clpics/HT/HT007/1/start.html? I can't find how to build it. 2) and with which software can I build an image map like slide no.4? I'm talking about the same LO. Thanks!
