Is it possible to export data from CD run course directly to MS Access upon course completion ? If so anyone advise!

AFAIK, the simple answer is No. Of course, there is possibility to write the bunch of code (and it will be quite complex code), but, in fact, it is equal to creating your own LMS. Perhaps, the better way is to use some LMS (there are a lot of free and commercial LMS solutions on the market).

I have never used an LMS I would be interested in a stand alone LMS if there are any out there anyone help with advice?

There is lot out there. I used ATUTOR.ca a lot.

(But I did not test CourseLab / Atutor interaction so far. But Atutor uses SCORM, so it should work. Perhaps you can test it and give us some insight on your experiences.)

Moodle works fine with courselab material and is quite a popular LMS. It's not too demanding and easy to configure, as is atutor. I've got it running quite happily on my old PIII laptop.
