Would it be possible to create a piece of javascript - to run as an action - that queried the LMS for a piece of SCORM data - say student name, then store it as a runtime variable for text substitution?

I don't know javascript so I couldn't do it, but if it can be done, I could be able to find someone.

Yes, it is possible, but as you say - it requires some custom javascript function(s). Then this function can be used in action sequence via JAVASCRIPT action. Custom functions can be placed in module.js file.
