Not at the moment, it doesn't regionalise so you are stuck with english for the software. The content and most of the prebuilt objects can be modified into any language. I think it is something that the softwrae designers may build in sometime but it does take a lot of work.
Some parts of SCORM in Moodle don't work properly. Check in the moodle forums, they are very active and extensive. The support for 1.2 is very good, 2004 not so good in some places.

Despite this Courselab is very good and well worth sticking with.
