Its a single user system, there is no way to lock files during editing, nor to store or track revisions (things you need in a co-operative multi-user environment) that I have seen so while multiple users could access the same files off of a server it would get very messy!
At best you could host the base files, possibly if they were served from a sql back end you could have this lock the file while in use. You'd still effectively have a single user environment though and need the client on each remote PC.
Set up the extra variables you need or add as required, set the course/module objectives, add a series of questions into the module with suitable feedback. Type of question as your question requires. Publish as SCORM (version depends on your version of moodle use the lowest option 1.3 just incase) upload to moodle as a SCORM unpack it and run it.
