Most of the common page elements should already be cached once the first page is opened so its the page contents you're talking about.
What are they and are they at all optimised? For example images should not be scaled to fit the layout at runtime, they should be the correct size from the outset.
If it's flash or WMVs these can also be optimised but with a little more care to maintain quality.
You could pre-cache the images in an earlier frame by making elements of the page and hiding them. It isn't very elegant though and isn't a backround activity.
