There's no such object (global timer) in current CourseLab version. But you can use pictures attached to test questions in Test object. The other possibility is mentioned by Nick - you can use onmouseover/out or onclick links in question text (I mean in Test object), that will open popups with extra info. This way is more flexible.
Please note, that if you do big test, then you should take in account LMS that you are using - if it is SCORM 1.2 or AICC, then it is recommended to avoid tests, that longer than 30-40 questions. It is because of data field limits in this standards. SCORM 2004 has greater field sizes, so SCORM 2004 LMS should store data of approx. 400-500 questions (though it is quite insane test [:)]).
