I try to create a question that has 3 attempts at answering it or you get sent back to the start of the tutorial. But when I get back to the question, the attempts are down at 0 instead of 3. Could someone tell me what is wrong here?? [:confused:][:confused:]

It's because it's 3 attempts for that specific session.
If you want to come back to the question in the same session then you need to allow recurring approaches.
It's the bottom tickbox in the questions properties, look at the limitations tab.
