Published SCORM 1.2 content cannot be seen in OLAT

When importing the published SCORM 1.2 of Courselab through Online Learning and Training (OLAT) v.7, http://www.olat.org/, the content does not show.

 
It seems HTML code is not included in this comment box.

The code just includes a "meta" element set the "char-set" to "utf-8".

That's one of those odd implementation decisions you see as probably over 50% of global web type content uses UTF8 encoding.
It is also the de-facto standard in most operating systems, APIs, programming languages and the software they produce.
