My colleague, Jonas has solved the problem: -
It was caused by not having the correct latency value of the interaction sent by the course to SCORM-RTE
Incorrect value example PT0M28.0-2
Correct value example PT0M28.02
IE 11 was causing this.
It may be a rare experience, but there it is.
